"If, for example, the wireless 700mhz spectrum were always a freely available chunk of spectrum, I think that its effectiveness would become diluted."

The fact that people will have this spectrum open to them to test new things should spur on innovation, just as all open systems do. At the end of the day the cream of the crop rises to the top!</description>
